Policy SP4: Local Centres etc Point 9 of policy SP4 appears to be a conditional requirement that needs to be edited. Reference should be made here to secure cycle parking at all local centres, as well as bus stop improvements and access.

Given the limited catchment of these retail uses, there is no significant highway implication. Therefore, RBWM Highways has no comments on this policy.

Policy SP4 applies to local shopping parades and is said to replace policies TC4 and CO1. It does not replace CO1, which applies to the whole borough and is about providing community facilities and resisting the loss of existing ones. We object to the loss of CO1. The consideration of alternatives in each section is rather crude, the only alternatives being 'have a policy' and 'don't have a policy'. There is no discussion of possible alternative wordings within policies.

The SRA fully supports the proposed policy, particularly Paragraph 6, requiring vacant A1 retail space in local shopping areas to be comprehensively marketed before change allocation.
