The policy states that the Council will require at least 40% affordable housing units on all schemes of 10 units or more. This is not supported by the necessary evidence and therefore not currently justified. The Council should carry out this work as it will act as crucial evidence to support the Local Plan when at examination. As required by Paragraph 34 of the NPPF, plans should include setting out the levels and types of affordable housing provision required, along with other infrastructure.

There are still too may get-out clauses on the provision of (AH). Developers will always go for the alternative of a contribution for (AH) to be provided "elsewhere". With the limitations of available land for development in the Borough there are not enough sites "elsewhere" to use the contribution. A developer making a financial contribution will not make alternative sites available, therefore Option 2 is our preferred option and not Option 1 as recommended in the consultation document.
