Policy EC2 (retail) again contains many statements of intent but few enforceable policies. Clause 7 rightly seeks to resist out-of-town shopping centres, but in practice we doubt if there will be any out-of town spaces left. As the map of Primary Shopping Areas is not included, residents are not being fully consulted.
