The first Paragraph of Policy DS3 sets out that the Council will seek to preserve, conserve and enhance as appropriate the architectural, historic and landscape character of the Borough. This policy is currently inconsistent with Section 16 of the NPPF given there is no requirement within this document to enhance heritage assets as part of a development proposal. Policy DS3 contains so many vague words like 'seek', 'expect' etc that it is virtually toothless. The sharpest comparison of policies in the current & emerging Plans is between the detailed requirements of EN6 on Conservation Areas and the 5 lines of general support in clause 6 of DS3. We object to the loss of EN5, 6 and 8.
