We support the Council’s position in supporting the sustainable expansion of Heathrow Airport through the southern rail access. The development of this rail link will support the local area and improve public transport links to London and other major UK cities. However, we consider there would be greater benefits to the wider strategic area for the access link to run between Terminal 5 and East Bedfont.

We support the Council’s position in seeking to work strategically with other local authorities around Heathrow in order to support the sustainable expansion of Heathrow Airport. Leith Planning Ltd made representations on the Heathrow Preferred Masterplan document in September 2019. One of the concerns raised was the lack of support for the southern rail access. Leith Planning Ltd also made representations to Hounslow Borough Council, on its West of the Borough Plan, in September 2019, in support of the Council’s provision of the southern rail access. While it is noted that Heathrow’s expansion does not rely on the provision of the southern rail access, we consider it will be required as the airport expands. It will also become essential in reducing the amount of road congestion in the area surrounding the airport, particularly to the South. Furthermore, our client would be content to work with the local authorities on the potential for improvements to pedestrian and cycle accessibility within their site.

We support the Council’s position in seeking to work strategically with other local authorities to support Heathrow’s sustainable expansion. As detailed above, within Paragraph 35 of the National Planning Policy Framework, Local Plans should be based on effective joint working on cross-boundary strategic matters in order to be effective. We therefore fully encourage Spelthorne Council working closely with other Councils in the area, including Hounslow, to ensure that the most sustainable and strategic scheme for the southern rail access is implemented. We would ask that the Council take into consideration the benefits of each scheme for the whole community surrounding Heathrow Airport.
