RBWM is opposed to the expansion of Heathrow Airport, but in the event that the project goes ahead, it will be important to mitigate the impact of travel to and from the airport.

RBWM Highways particularly supports initiatives that encourage a modal shift with a greatly increased proportion of trips via public transport, walking and cycling. This is needed to mitigate the impacts of construction, passengers staff and freight traffic and the policy should be amended to recognise the separate impacts of these distinct groups.

Currently, access from the west and south of the airport is particularly poor by sustainable travel modes. It is vital that this is addressed to ensure that Heathrow meets its mode share targets and no more traffic pledge. It is also important to ensure that this is done in an equitable manner rather than focusing on achieving these targets by focusing exclusively on travel to / from London. 

It is considered that major interventions such as the Western Rail Link and Southern Access / Light Rail schemes are required regardless of the airport expansion, alongside improvements to local bus services and walking / cycling routes. Spelthorne Council may wish to consider making explicit reference to these schemes in the policy.
