We support the aim of draft Policy H1 to encourage the provision of housing for a range of sizes and tenures,
appropriate to the location, size and characteristics of the site, as set out in part 2 of the draft Policy. This is
in accordance with paragraph 61 of the NPPF which requires planning policies to reflect the need to deliver
housing of different sizes, type and tenure based on local needs.

However, we note that part 3 of the draft Policy expects proposals to “contribute to meeting identified
housing needs by providing a housing mix as set out in the Strategic Housing Market Assessment or any
similar evidence for market and affordable units”. We consider that this part of the draft Policy is not in line
with part 2 and does not allow for sufficient flexibility to ensure that the right housing can be delivered on
sites of different sizes and locations. In addition, no consideration has been given to possible changes to the
needs assessed in the SHMA which could change over the Plan period.

As such we consider that Policy H1 should be amended as follows (text changes in bold):

“…2. New residential development is required to deliver a wide choice of homes to meet a range of
accommodation needs. New development should provide a mix of housing tenures, types and sizes
appropriate to the size, characteristics and location.

3. Development proposals will be expected to contribute to meeting identified housing needs by providing a
housing mix which has had regard to that as set out in the Strategic Housing Market Assessment or
any similar evidence for market and affordable units…”
