General comments:

Whilst we support the Policy in principle, as discussed in response to Policy SP3 above, given the status of the expansion of Heathrow as a NSIP, we consider the Council should afford more weight to those sites which are proposed to be included in the proposals. We have detailed above how we contend the Council has incorrectly assessed Site B and in so doing, have simply ignored the Airport’s identification of this land because it is in the Green Belt. Whilst we contend Site B does not perform the role of land in the Green Belt, some sites’ location limits their development potential. In this regard, where it is clear the role of the Green Belt is weak, the fact Heathrow is in such close vicinity and the benefits, inter alia, delivering increased employment opportunities during and post construction for local people, should be afforded weight in terms of the Very Special Circumstances that outweigh the development’s harm (should the Site be retained in the Green Belt).
