The draft policy fails to meet the requirement at NPPF Policy 20 to make sufficient provision for infrastructure and community facilities that will be required during the plan period. The policy needs go beyond providing a supportive policy environment and actually set out firm commitments on infrastructure and community facilities are required and where they will be provided. There needs to be a clear link between these and provisions in the Infrastructure Delivery Plan to understand how they will be delivered and paid for.

Unfortunately, the spatial strategy, which is silent on where and when half of the Borough’s housing will be provided between 2020-35, does not enable the infrastructure and community facilities to support growth in the Borough to be planned for. The housing land supply and spatial strategy needs to be revisited before any work on the Infrastructure Delivery Plan takes place.
