Housing Mix

We support in principle the provisions of Policy H1: Homes for All in relation to housing mix and standards. Specifically, we advocate for greater flexibility, appreciating the context of a site as well as the wider spatial strategy of the Plan.

Sites of an appropriate size should seek to provide a mix of unit sizes, meeting a diverse range of needs and ensuring that a mixed and balanced communities are created. However, it is also important to consider what is appropriate for delivery at a site, in the context of the wider spatial strategy.

The Council is seeking to deliver a significant proportion of its housing needs through the intensification of Staines urban centre. This will inevitably result in the near complete delivery of apartments in these developments, at a mix of one and two beds, with a small percentage of three bed units. Given the Council’s SHMA suggests a need of approximately 65% of market units, and 30-40% of affordable units being made up of three and four bed units, it is imperative that site allocations outside of these urban areas are given flexibility to deliver these larger units.

Inevitably, the market conditions over the Plan-period will change from that detailed in the 2015 SHMA. It is important for policy to allow for the experience of the delivery agents when submitting applications to help inform the most appropriate mix for a site.
